The Information and Education
Center for the Prevention of Drug Abuse (CEDRO) is a Peruvian,
private non-profit organization created in 1986 thanks to
numerous professionals initiative from Peruvian society.
Ever since its inception, CEDRO has been an innovative institution,
especially because its approach does not focus solely in
the prevention of psychoactive substances, but rather around
the fundamental goal of creating awareness regarding the
drug chain (production-traffic-consumption) through direct
strategies and the mass media.
Three core objectives inspire
CEDRO's work: (1) respect towards community initiatives
that are captured through functioning networks, including
socio-cultural differences; (2) the inclusion of diverse
sectors, with a creative management of their differences;
and (3) the production of information through research and
the systematization of field experiences.
The institution maintains
a fluent exchange, both at a national and international
levels, with actors and agents from various countries and
entities, which leads to the empowerment of its actions
and policies in drug field, in a setting of respect to human
rights, to the environment, and to individual freedom, yet
not losing sight of an inter-dependent and globalized world.
This allows CEDRO to encourage, among many different people,
a democratic leadership that keeps up a renewed and constant
dialogue.
This can be possible only
from an inter-disciplinary point of view, with equity for
gender, and through the profound conviction that cultural,
economic and social changes that will lead to healthy and
worthy life styles can only come about through an ethical
approach towards development.
An Assembly made up of 80
members enriches this perspective; and a plural and highly
committed 9-member Board of Directors intervenes to abide
with institutional guidelines.
CEDRO is perceived as a neutral
institution that acts in a cooperative way making a rational
management of its resources. It is also conceived as an
all-inclusive entity that generates creative participation
and fosters protective factors such as employment, leadership,
different social skills, and ethical behaviors, especially
among the young population. The organization has the decisive
conviction that fight against drugs must be planned within
a cultural change and must be complemented with comprehensive
alternatives for development.
The incursion in high risk
areas as well as the preference to keep a permanent dialogue,
bring about the results that the institution has achieved
together with the different target populations. These accomplishments
and experiences are systematized through various publications,
which are available for all the participating populations
and for all the people who wish to be informed on the processes.
One of the institution's permanent tasks is to share findings,
processes, and results.
CEDRO gives emphasis to the
work in coca-producing areas as well as with other vulnerable
populations, both in urban and rural zones. Researches on
consumption, opinion surveys, and studies on perceptions
and values are the main elements of the map that guides
the institution's work and its priorities. All this investigation,
together with the fieldwork, becomes the route map that
leads the people involved in the institution's programs
and actions.
Some of the achievements
adopted as a framework for CEDRO's work are related to its
substantial contribution to increase awareness regarding
the drug problem among the Peruvian population: 90% of the
population in general are against the legalization of drugs;
and 50% of the young population -between 12 and 30 years-
believe that drugs are a fundamental problem in the country.
This stands for a very solid foundation -compared to the
one available fifteen years ago- that allows us to work
in richer fields.
Furthermore, the developed
networks for collaborative work with governmental and non-governmental
entities, are another accomplishment and also an operational
tool for most of the institutional processes.
CEDRO was borned to support
the efforts of the Government and State policies yet maintaining
its independence, neutrality and critical vision. Through
this web page CEDRO wishes to transmit its plural and all-inclusive
spirit in order to continue working with the population
in a difficult yet encouraging field.
