Institutional Strengthening

Employment in coca producing areas is a need that has to be urgently addressed by increasing the awareness of farmers and of the population in general, on the importance of coca crops substitution and the danger of its use.

Since 1998, CEDRO decided to participate in a series of sensitize work activities inviting the population to know about issues related to the fight against drugs.

Experience shows that alternative development activities must be accompanied by programs addressed to increase the level of the population's awareness on the negative consequences of coca related activities.
The issues involved in awareness creation activities are diverse; on one part it is necessary to reinforce solidarity and community participation democratic values, as well as the management and leadership of community organization and local authorities. Also, the activities promoting sustainable economic growth without harming the environment, strengthening public recognition of ecological dangers associated to coca activities.

YOUTH GROUPS AND SHELTER FACILITIES

The foundation of awareness activities is the creation of work groups fighting against drug abuse in each of the areas where the project is present. This work team receives permanent support and counseling, but also promotes gradual autonomy, which in the medium term makes possible the process of transference to the population.

When creating a work team, it is necessary to seek among its members a common objective of fight against drugs, and the recognition of the possibility of offering their daily job, so that each one may be able to support the activities from their respective sector of activity.

Complementing the creation of work teams, the project is presented in the communities promoting the creation of a youth group incorporating children and adolescents of both sexes. Once the group is created, the members vote for a name, a board of directors, and the necessary actions are taken in order to have a place for group meetings and unifies its permanent activities; the name chosen is "Centro de Acogida".

"Centros de acogida" are spaces where different counseling and support services to the community are provided; youngsters have a point of reference and a meeting place to participate in different activities for the promotion of their development. Cultural, recreational, sports, training, dissemination and information, and even self-financing, activities are held in the centers, always in charge of youth group members.

We hope that community authorities support the establishing and constant operation of the "centros de acogida". When deciding an appropriate place for the creation of a "centro de acogida", the project will provide the basic materials, including music, education, games and communication modules to be used in community activities in order to attract more youngsters.

ACHIEVEMENTS

- 130 dissemination activities on drug issues and alternative development information by means of print materials a) posters; b) triptychs; c) flyers; d) mural boards; and e) manuals and workbooks.

- 146 cooperation agreements were signed to develop information activities on drug issues and alternative development with the municipalities, public and private institutions, grass root organizations.

- 370 dissemination activities on drug issues and alternative development education were held by means of life methodologies having cultural components: theater, music, and dance, among others.

- More than 500 activities of community integration and development were held: a) community activities; b) sport activities; and c) activities to generate resources.

- More than 1800 training workshops on drug abuse and alternative development, values, organization, leadership and other subjects with the participation of students, youth organizations, municipality members, public and private institutions, grass-root organizations, agricultural organizations, and the public in general.

- 137 "Centros de Acogida" work permanently in the fight against drugs in the areas participating in the project in charge of youth groups.

- 12 education and exchange of experiences meetings were held, including the XI Youth Meeting of the Huallaga Central: "The Youth: Strengthening our Skills" in Saposoa with the participation of more than 1500 youth group members.
